DEVELOPMENT OF THE NATIONAL STRATEGIC POLICY DOCUMENT ON AGEING AND RESPECTIVE BUDGETED ACTION-PLAN IN ALBANIA, funded by UNFPA

ACER, in consultation with the MLSEO, will conduct a review of the data already collected by the institutions, and will design a set of assessment instruments and sampling plans. These instruments will be reviewed and approved by the Ministry before starting their use in a wide scale. Next, it will administer the assessments and focus groups, using a group of Albanian assessmentors /interviewers. As regards the implementation of the project for drafting the National Policy Document on Ageing, ACER will facilitate the drafting process and coordinate the process and inputs by providing logistical support, therefore acting as the implementing agency. In addition, ACER will prepare the budget for the designed Action Plan through and will manage the facilitation process, organizational development, strategic planning and manage resource capacities.

INDEX ALBANIA PROJECT, funded by Democracy Commission, Embassy of United States in Tirana

The project intends to collect detailed information on the main indexes (corruption index, competition index, press freedom index, and economy freedom index) that are currently analyzed worldwide and have available information for Albania with regard to its economic and democratic progress. Through this project ACER aims to contribute with capacity building programs and public forums; transform the use of indexes as an instrument to evaluate the progress of public policies, as a communication tool to increase the public interest towards the economic and democratic problems, etc.

CONDUCTING A LOCAL SURVEY TO IDENTIFY EXISTING OPPORTUNITIES FOR VOCATIONAL TRAINING FOR RETURNING MIGRANTS AND TO OUTLINE GAPS IN ALBANIA, funded by IOM

The overall aim of this project is to study the link between migration and human resources development since migration management has become a priority area for the GoA and for EU. The EU external assistance programmes are assisting the neighboring and pre-accession countries to design and implement reforms in the national education and training systems thus enabling the enhancement of the quality of skills. The conducting of the research at micro-level of the skills composition of the potential and returning migrants will draw upon previous IOM and National Employment Service (NES) experience and results on the existing opportunities for vocational training for returnees both in the private and public sector and link it with migration. (The project is being fulfilled in partnership with ASET).

DEVELOPMENT OF ANNUAL REVIEW OF HEALTH SYSTEM PERFORMANCE AND FINANCIAL COST ESTIMATION FOR HEALTH SYSTEM STRATEGY IMPLEMENTATION (2007-2013), funded by World Bank.

ACER, working closely with Ministry of Health officials and its experts from hospitality services, is being contracted to develop the Annual Review on Health Sector Performance for Albania, which includes the following main issues: establish and maintain appropriate national health performance indicators; develop an Annual Review on Health Sector Performance for 2007, facilitate the use of data at the health service unit level for sectorial policy implementation purposes, etc.

IMPROVING PUBLIC EXPENDITURE EFFECTIVENESS IN HEALTH SECTOR (CASE OF ALBANIA), funded by Brookings Institution & Results for Development Institute

The project is induced by the hypothesis that the actual service delivery (output) was much worse than budget allocations because public funds (inputs) did not reach the intended facilities as expected. Reasons for facilities not receiving the allocated funds could range from competing priorities at various levels of government to corruption and misuse of public funds. This is the first time when PETS will be implemented in Albanian Health system.

PREPARATION OF THE MANUAL FOR THE PREVENTION OF CONFLICT OF INTERESTS IN PUBLIC PROCUREMENT” PROJECT, funded by DPK/USAID

The manual will address the specifics of conflicts of interests at public procurements and even the basic principles that rule the public procurement; it will contain several case studies concerning to the conflict of interests regarding officials and offerer, providing the respective solutions; conflict of interest’s management at public procurements and specific procedures in this manual should be described in harmony with other complementing dispositions.
